Harvey had been picked for his role on the NSC by McMaster’s predecessor, retired Army Lt. Gen. Michael Flynn. After Trump reluctantly removed Flynn in February, a handful of Flynn’s people left, but Harvey and others remained in their jobs.

Harvey’s combative management style and hard-line policy views had long been seen as a problem inside the NSC, according to several officials. Shortly after arriving, McMaster told his staff in an all-hands meeting that any of them should be able to approach him with ideas or suggestions. Several officials involved in Middle East and counterterrorism policy drafted a memo that outlined some alternatives to the policies that Harvey was championing in the fight against the Islamic State.
As soon as Harvey learned of the memo, officials said, he attempted to dismiss the people who had drafted it — most of them detailed from other agencies — by sending them back to the Pentagon, State Department and CIA.

According to Bondy, Parnas says he began working with Harvey after Nunes and his staff traveled to Vienna in late November to meet with another potential source of political dirt on Democrats: former Ukrainian prosecutor Viktor Shokin, who claims that Biden demanded his firing because Shokin was secretly investigating a gas company, Burisma, whose board included Hunter Biden.
CNN first reported Friday that Parnas wanted to testify before the House Intelligence Committee about the Vienna trip. Since then, Nunes has threatened to sue CNN and The Daily Beast, which also reported on Parnas’ allegations.

Now we know what some of those documents said. They lay out that this spring, months before the whistleblower complaint would come to light, Parnas was texting Nunes aide Derek Harvey, trying to connect Harvey with a Ukrainian prosecutor and sharing information about other Ukrainian officials.
Why would a House Republican aide want to talk to a Ukrainian prosecutor? Well, we know that Nunes is a Trump ally who has gotten in trouble before for being seen as doing Trump's bidding in Congress.
And we also know through the texts that his aide, Harvey, seemed interested in any details that would undermine Trump’s Democratic opponents.
